There is a quick and easy way to have the buttons on a given page show up on the "Create Link" list the way you want after the fact. Simply move each of the buttons on a given page individually to the back of the page (Shift+Page Down), then to the front again (Shift+Page Up) going in the order you want to see the buttons show up on the "Create Link" list. Done deal.
