Well, I prefer the way the Pronto and Pronto-like remotes do it. You can configure the hard buttons globally, then for any specific device, you can override the global setting with other more specific settings. This saves a lot of time. Having the volume up and down be set globally is a no brainer type of function, so I think the powers that be goofed with the NEO in this respect.
