Well, as it turns out, I solved my own problem. The HD/SD codes used by the Toshiba DST3000 share the 0776 code used by the Hughes DSS. Gadget Geek has posted his ncf file that includes codes that work perfectly with my Hughes E86, switching from HD to SD and back. Cool.
