It keeps an internal state.
Most of my compnients do not have descrete codes, but it still works very well. It also has a help button if things do get out of sync it just asks a bunch of yes/no to fix the problem. Many programmable remotes rely on decrete codes, but the harmony does not. I have only had a problem once or twice in the two months I've had it.
