Sorry for the confusion. In my post step (1) Power On is the part that the Harmony does automatically and which we have no real control over. By Teaching the "PowerOn" command in your device config to be a 'null' command, we're actually making this step redundant (but the Harmony will still do it)
Steps (2) and (3) are what you will have to put in the activity start up actions for each of the activities that use the device.
