I use a Harmony 880 with an RCA Scenium ST2680 receiver. It's a known bug, but I don't know what's happening with it. I don't think most people notice it enough to report it so it's probably not among the top issues needing resolution right now.

I think they worry that if they released the config file people would come up with all sorts of remote hacks and such that support really wouldn't be needed anymore, or people would come up with a better way to program the remote.

Personally, I like to tinker around with config files...they give me more control. But impersonating a dealer is too much lie for me. I'd never be able to handle the pressure.

Thankfully, what he did with the remote worked, but the power-on delay timer is out of sync now. Like I said, adjusting the timer in the software worked nicely but I'd still like to know how the darn timer thing works.
