There is nothing on the market that will learn and re-issue RF commands. The problem is that there are a great many frequencies available for manufacturers to use for RF remote controls and it is prohibitively expensive to detect and switch frequencies in remote controls at this time. Eventually, someone will bring one out, but for now you have two solutions, neither very nice:
1. Replace the fan with an IR controlled version.
2. Install a relay in the fan to control it's on, off and various speeds. Couple the relay to a Xantech IR to contact closure device and program your controlling remote with the unique Xantech IR codes.
