Because Samsung is quite consistent across models for the EFC numbers of basic functions.
But they're not consistent about special functions.

I don't know whether that indicates there were two different models, one of which had 683 for enter and the other had it for setup, or whether it indicates one model used the same command for enter and setup. Either way it doesn't seem to match your model.

I looked in a CCF file for the Samsung DVD SV-DVD1E and found:
EFC - Function
104 - Setup
250 - Menu
171 - OK
153 - Return
Note that adding 256 or 512 to EFC doesn't change the meaning.
So the "250 - Menu" I found is the same as the "506 - Disc Menu" you had on that other list, and the "171 - OK" I found is the 683 you found.
