Agreed. No manufacturers go to the expense of putting stereo RF encoders in their boxes. If you want stereo over RF, you'll have to buy your own stereo encoder (and when you see what you have to pay you'll understand why they aren't included in DBS boxes), run your RCA outputs into the encoder, and distribute the resulting signal.
