A One4All 6 URC-7560/7562 can be programmed from a soundfile downloaded from OFA via the internet to control a PACE / NTL / Telewest Digital Cable box. However you can't do much more than change channels or switch it on and off.

If you can get a JP1 connector (see www.hifi-remote.com) to connect the remote to your computer, and check the "User Dumps" at the JP1 user group site, you will find enough info to completely program your remote for this purpose.

Due to the complex nature of the PACE codes it cannot be done by Learning, Magic Codes or Key Moves.
