Yes. It changes it to the answer Jon posted. I double checked the EFC list when I saw that 041 was "green" and I misread 014 as 041 the second time same as the first. It certainly is 014.
EFC 014 is OBC 254 (as Jon has above). Toshiba TV is NEC1 protocol, device 64 (as Jon has above).
