What are you using as a transmitter/controller?
The cheaper RF transceiver (plug in module with an extendable metal antenna) has been known to lock up sending multiple dim commands.
Also, do you have any other transmitters/controllers? If so, does the same behavior occur when using any transmitter or just when using one of them?
