Oh, by the way, I'm assuming you mean an in-wall X-10 receptacle, not a plug-in module. By "doesn't respond", do you mean it won't turn on, or won't turn off? Can you get power out of it at all, by doing anything?
If the outlet is controlled by a switch, make sure it's on, and is NOT controlled by a dimmer. X-10 devices don't "respond" well to being cascaded with other electronic controllers.
