Actually, My pronto if hooked up to the serial cable when Prontedit is running does send the IR signal out (most of the time) when a button is pressed on the emulator. This is fine for testing whether a code was learned properly.

I don't really see the point in using it set up this way when you could upload the CCF to the pronto and use IT as your IR controller.
