There was a .dll file that caused problems downloading with Tonto and Win 98, but not TSS. You might try reinstalling TSS on your Win 98 machine, sometimes this cures problems. Remember to reboot after installation. Also, if you used a different cable on the XP machine, that could also be the problem.
