My search for a uni that prioritizes my Tivo with
RF out of the box has pointed me to a URC-9910.

What does "prioritize" mean in this context?

Before I pull the trigger I want to learn a bit
more about the JP1 interface. Seems like computer
programmiability is a very worthwhile feature
but, according to the to the list at hifi-remote.com,
is not JP1 compat.

Which list are you referring to? The URC-9910 most certainly is JP1 compatible.

Since my prority is using the remote for TV consumption
and not hacking something so I can control drapes,
lights, et al...should I even concern myself with
the JP1 issues?

The prime goal of JP1 is not to make your remote work your drapes (though that's certainly possible), the prime goal is to make your remote control all of your A/V devices. It would kinda suck if the remote worked your TV and VCR but didn't work your DVD player, for example. JP1 would make it control the DVD player too. This is especially relevant these days because many stores are selling really cheap, no name brand, DVD players and most of them are not covered by the built in codes of most universal remotes.
Rob.
