Most files downloaded from there are .zip files containing CCF files, so I guess Lyndel assumed that one was.

Instead those two files are just the IR information you would need for building a CCF file. You need to set up the graphics yourself and manually copy/paste each Pronto Hex string.

Start with the .doc file:
Initially look at just the Key and Description columns (which together describe a key).
In your CCF, create one or more pages of tiny buttons with those descriptions.

Now use the XLS file together with the doc file.
In the doc file, find the "Operating no." for each description.
In the XLS file, find that number in column A.
Copy the Pronto Hex from column I
In ProntoEdit, paste that Pronto Hex in as the Pronto Hex for that description.

Then in ProntoEdit, make pages with the real buttons you want and alias each of those to one (or a sequence) of the tiny buttons created above.
