With the help of the posts here, I was able to program a GEU401 remote.
1) Press device key (TV, AUX, CAB or VCR)
2) Press and hold SET UP button (keep it pressed until you enter the code)
3) Enter 3 digit code (2 quick flashes of LED seems to mean a good code).
4) Release SET UP button.

(add 17 to the code numbers on the charts)
