Not sure exactly what you're asking, but the 2 small, green LEDs are the charging indicators. These are the only two lights or indicators on the charging base. The 3 possible indications for these lights are:

bright - indicating the remote is charging
flashing - indicates a problem such as overheating
very dim - indicates the base is receiving power but not charging.

If the fuse is blown the lights will be off (not very dim) when the base is plugged in and the remote is not on the base. This could also indicate a bad power supply.
