John,
I know you've been here a long time so please forgive me if you already know all this. I suspect you do but have to ask....
Presumably, you are using PEP2 or PEP3. What you did not mention is if on all 4 TSU9400s you are using the same configuration file.
When line of sight does not work it usually means that you have a component in your configuration (Equipment tab of Building Blocks) that is set to use an extender vs direct ir. To set to use direct ir, click on the component to highlight it and then look at the right-hand side of the screen where the extenders are displayed. If there is a box checked for any extender, that is the problem. That component is sending to an extender and not line of site. Uncheck the extender and it should work.
