Anyone know a technical reason why Cox says you need Docsis 3.1 to upgrade from 300 Mbps to 500 Mbps?

They say this frequently even though the Docsis 3.0 spec states 1 Gbps down and the Arris 3.0 modems we've put in spec 1.4 Gbps.

I know they want to rent modems but I'm curious if there's something I'm not aware of.
