Unless the mount is attached with drywall screws and some fatass tries to hang from it, yes, it will stay in place. If the plywood is screwed to the studs with adequate fasteners and washers, using a Toggler or something similar will be fine as long as the mount is near the center of the plywood, which is supported at the edges aren't flapping in the breeze.
