Its still available in URC control room, scroll past the total control section to complete control section, one of sub-forums under CCP PROGRAMMING forum is where the legacy software is still there to download.
Thanks. I couldn't find it right away and immediately saw the warning about the new dealer portal and assumed it was gone. I just found it under "legacy editor downloads".
