If the cable is not broken, using another cable probably won't help. Can't hurt to try, though.
Before you start reinstalling Windows, have you considered using a virtual machine instead of a Bootcamp installation? I'm running a Win10 VM in VMware Fusion just for PEP3. Before applying any Windows updates, I take a snapshot and verify that downloading the config to the remote still works afterwards. Having the option to "undo" the update step by reverting the snapshot saves a lot of nerves.
Instead of Fusion, you can try VirtualBox (free). I haven't tested that with PEP, but I guess this will work too.
