At least for Android, there exists several apps for sending IR, that can be configured with an editable text file (allowing cut-n-paste if you want). A configuration file can also be exported from IrScrutinizer.

I have had some contact with the author of Irplus, It can be used with a Samsung hardware with IR "blaster". Other similar apps, supported by IrScrutinizer are AnyMote, Unified Remote. Home Remote, possibly Homeass. Of these, at least Unified remote appears to run on Apple.
