That's part of the installation instructions for water retaining soils.

I've done both with and without, no difference.  I have had water in subs in both scenarios.  I believe the instructions do not mention adding pea gravel if memory serves correctly.

I tested for air escaping while playing and on the rear of the sub, there is massive amounts of air escaping where it should be sealed.

Again, every failed sub, which is not a ton, but I think I have 4 or 5, and all have had water.  My sub is still working thankfully, but it too had a lot of water in it.
