Here's an idea... Bring back the 90 day pay raise. So many companies have navigated from that, that it's insane.

Heck, the last company I worked for gave me a slap in the face. When I was hired there was no benefits nor a 90 day pay raise. But after I've been there for 5 months, all the new employees were to have benefits from day 1. WTF is that?

I say, start an employee off at $10.50. Tell them that there is a point system or something that they would be evaluated with over the next 90 days. Tell them at if they score this, that there will be an x % of raise at the 90 day mark. Give them a piece of paper denoting what will be looked at for performance. So that the employee has something to strive for.

Perhaps the 90 day evaluation should be the first to become law. Before the minimum $15 an hour pay.
