The 982 command doesn't do anything to the cable box. It simply puts the remote into a state where it will accept a setup code for the cable device. Keeps people from inadvertently assigning a TV setup code to the cable device. The lock is on the setup code, not the cable box.
Make sure that the Cable button on the remote flashes when you're trying to control the remote.
The other possibility is that the new tile is reflecting a source of IR to the cable box. This kind of interference can confuse a component. Try the remote when it is close to the cable box IR eye and you are shielding the eye from other possible sources of IR.
If the remote can control the box, then you'll need to take steps to shield the eye. Sometimes just putting some tape over the eye to reduce the total amount of IR will take care of it.
