This is correct.
From page 9 of the URC Lighting Control Setup:
When you want a Standalone programmed remote (such as the MX-350, MX-450 or MX-650) to operate lighting with a particular address, use a compatible remote (MX-6000, MX-3000 Black, MX-980, MX-900, KP-900 or MX-880) and its PC Editor to create a lighting device with the desired Lighting Address. Be sure to set the RF settings for this device to IR, then download to the remote. Teach the commands to the standalone remote, then set the signal on the standalone remote to RF for actual operation.
