For generating discrete codes,  a good choide is the RCA RCRP05B, which I believe is available in Canada.  Slightly less good, but still good would be to buy on eBay an Atlas 1056B01.  It's used by many cable companies.  Make sure to not get the newer 1056B03, because it can't be manually programmed.

Use setup code TV 0060.  On is EFC 00001, and Off is 00253.  Either of the above remotes have TV 0060.  The Comcast Red OK/Select button remote will also work.
