The screen activation settings available are only with respects to the hard buttons. If the screen is not already active a first tap of the screen should only be activating the screen, not also executing the action list of the button in the position where you happened to tap the screen. Perhaps you have the pickup sensor turned on and you are inadvertently causing the screen to active via the pickup sensor a split second prior to tapping the screen.
