Hello, I dont know if this is the right forum for this question but, I am looking for a device that will help me record codes from old remote controls and store them on my computer in order to later transmit them onto an programmable remote controller. Is there such a device that can do this? Can the Pronto TSU9200 do this?

IrScrutinizer [Link: github.com] together with one of its capturing devices: This one: [Link: harctoolbox.org], IrToy, GlobalCache (iTach or similar), CommandFusion, or (for Linux) /dev/lirc-supported devices. (Disclaimer: I am the author ;-)).
