I am looking for a locally available (Radio Shack, Best Buy) basic remote that allows me to program a code. The simple one I got, RCA RCRN03BR, works great with my Panasonic VCR, but I can't change the "record speed". The VCR is the only device I need to control.

The RCA RCRP05B  (<$20) will do this.  You'll probably want setup code Video (DVD or DVR buttons) 1062.

You can assign tape speed to a button by:
1) Make sure you've pressed the device button that has 1062 assigned to it.
2) Press Setup until 2 blinks
3) Enter 994  (2 blinks)
4) Tap Setup 
5) Enter 28461
6) Press  a button  (e.g Aspect)
The remote should blink twice.

A number of cable remotes like Comcast with red OK/Select button or Atlas can also be modified in this way.  $5 or $6 on the internet.

It worked just as you said! You're a God among men. That remote seems to be not longer available locally (I think Best Buy just stopped carrying them) but I was able to get it from Amazon quickly. Now I can watch the Olympics without commercials!

BTW, what is the term for the type of remote where a button can be programmed with a particular code? I asked Radio Shack if they carry programmable remotes and they said "all our remotes are programmable".

So far as I know, Univeral Electronics Inc is the only company that makes remotes that are programmable in this way.  We sometimes refer to these as JP1 remotes, but I doubt that the folks at Radio Shack or other retail store will know this term.  Also, not all remotes made by UEI are programmable.  It depends on the model.

As you may have guessed, RCA does not make the RCRP05B, nor actually does AudioVoxx.  They brand and distribute remotes.   

The most well known (other than Comcast!) brand of UEI remotes is OneForAll. The OARP05S is a sister remote of the RCRP05B, but it isn't as easily available in the US.

Best Buy also sells a Niles remote (8 devices) which is the same internally as the RCRP05B, but quite a bit more money.
