When I put it on the charger, the blue light on the charger comes on right away...the light on the remote screen goes out. After about 30 seconds the blue light goes out on the base and it stops charging.
I have tried a new battery and a different Base.

I'm not sure about this, but it's something to try.
It is possible that the charger and remote are not connecting well. This is especially true if the LEDs change when you rock the remote in the cradle.
In this case, take a pencil eraser and rub it over the charger contacts on the bottom of the remote. This may solve your problem.
