The ProntoNG line of remotes will do what you are looking for and then some. You will also not run in to limitations on the number of devices you can have. If you do end up going with a ProntoNG remote I have an
IR543 device for both the TSU3000/3500 and the TSU7000/7500. In addition to all the standard IR codes to control the IR543 I also have some bright and dim codes which run at various durations after a short button press. This can come in quite handy if you dont have scene control. You are still limited in what you can do with the IR543, but it works very well. Just make sure you don't place the IR543 near other equipment. It can overheat quite easily and will stop working, until you unplug the unit for a while and let it cool down.
