I updated all the software today for the 650 and replaced the old cablebox with the new one in devices and activities. The sync said it was successful but the cable box won't respond. The model number I put in was one of the suggested and right on the front of the new Cisco 9865HDC. Any thoughts here?

Just found out the Cisco 9865 is RF only which is nice some ways but makes the Harmony remote with IR useless. Will see if a work around comes around.

To be fair, that would make ALL IR remotes useless.

Have you gone into the Cisco's Menu to look for remote settings?
My mechanic told me, "I couldn't repair your brakes, so I made your horn louder."
