Can we control our Radio ra lighting system with the MX-850?
If so where can we find the codes to download?

I don't have a lot of experience with the 850, so I am not sure how you would take something you download and add it to the database. However, a search of Lutron's site ends with this --

If you have a specific question you would like to ask us, please call Lutrons Technical Support Center at 1-800-523-9466.

They are there 24 hours a day and can probably help.

I'd have to say no. URC's MX remotes only output RF to their MRF basestations which then convert to IR. The remote itself will not output RF to any other device and cannot learn RF.
