If you are manually connecting to the NVR then yes, you need a static IP or there is no way to find it.
If you are using the P2P service in the app or PC software and scanned the barcode, you may not actually need to have a static IP set.
I ALWAYS set a static IP and reservation in the router, even if it doesn't actually need it. It just makes troubleshooting easier.

IP address = 172.16.x.x thru 172.32.x.x are private IP address (same as 192.168.x.x or 10.x.x.x addresses). So it depends on what the full network ID of that 172.x.x.x IP address is, will determine if its a private or a public IP address.

The only time you should get a public IP address, is if you are plugged directly into a modem only! Or if someone has DMZ'd the port your device is on.

Is this a 4G modem the NVR is plugged into? Make & model would help determine what is going on.

I actually have a brand new LTS LTN8708Q-P8N NVR sitting in my van right now. With (4) LTCMIP3342W cameras. Customer has LTS systems at his businesses and wanting to put a system at his home that works exactly the same way. Will be installing it next week but was going to pre-configure on the test bench this weekend and get all the firmware up to date.

I am guilty of thinking this would be a bit more plug and play when I took it on as a favor.  Been more plug and pray.

the AT&T modem is a standard junk issue providing a smoking 12mB performance (speeds may vary lol).  They also sent him a letter that they are pulling the plug within 6 months and will then have a wireless only option afterward.  Comcast would be an easy answer except they want 15k to trench a new line to his building.

His existing cameras did not auto populate to the new NVR even though they also were LTS.  LTS tech support is world class - team viewer and they get it done.  They got the NVR viewing unlocked the day before yesterday, which somehow was not visible by default.

Setup that LTS system on the test bench today.

With a new NVR with new cameras, you are prompted to create the passwords first. After that, go update the firmware - new firmware was released about 2 weeks ago (V4.72.106).

After reboot, i went to add the cameras but... by the time I got to the camera management screen, the 4 cameras were already imported and working - automatic, nothing I needed to do.
This of course would not be the case with IP cameras that had already been configured on a different system. You would have to go to the discovery screen and search. When they pop up in the menu, click edit and enter the correct passwords for them, then add. If they don't popup in a search, find the IP address of the cameras and manually add them in.

Then I went thru setting up the NVR:
Format the HD and run S.M.A.R.T. test on the HD.
Check the time settings, setup for the NTP servers with the correct DST time.
Create the user accounts and logins.
Change the ports used for the services.
Change the recording & viewing parameters.
Setup the DDNS.
Etc., etc., etc...

While doing this, I'm reminded of why I hate these little crappy machines. Periodically the NVR would refuse to save my changes - either it would give me an error or I would go back and find it hadn't really saved. I would then have to reboot and try again. Had to reboot 3x while going thru the settings. I'm sure I'll have to reboot once or twice when I go to install the system next week and make some tweaks.

Do you do all your maintenance and troubleshooting remotely, once you have it all set up?

(On a side note, completely unrelated, there must be a conflict between Remote Central and the brave web browser. Whenever I try to save a post, it says hey this is a family place, you have used inappropriate language. So I have to copy and paste in Safari which is where this is being saved now. Didn’t used to do that.)

I try to do as much remotely as I can for ever system (CCTV, Network, AV, automation, etc.). But there is only so much you can do without being there and sometimes a service call has to happen.

Using Firefox with all the privacy settings on, not having any issues with RC.

In my experience with electronics, a rapidly flashing power LED could indicate a few things, but it often points to either a power supply issue or a hardware malfunction like the HDD failure you mentioned. I had a similar issue with a different device, and it turned out to be the power supply not delivering the correct voltage. Power supply issue. If the HDD is bad, you will hear a steady beeping. Had to swap out the hard drive on one of these units recently
