If a house is not in the Spectum service area (cannot get it), can a customer just pay for the TV service and watch with the app although they have another ISP (uverse) at the house?

I don’t think so. From what I’ve seen the app has no login options. It automatically detects spectrum Internet service and signs itself in based on their subscriptions
