Could anyone recommend a quiet 48 port gigabit smart managed POE switch ?
I have use lots of netgear ones in the past but the fans in them are extremely noisy.

How many PoE devices do you have? Quite a few switches have variable speed fans and are fairly are fairly quiet when at a low load. Araknis and Luxul both come to mind. If you need it silent, use a smaller PoE switch for the PoE devices. You can find fanless switches up to 10 ports. Or simply use PoE injectors and a non-PoE switch. Another option might be to try and find a quiet or silent midspan PoE injector. I have not looked into them enough to make any recommendations.
