I have done a ping on URC TRC-1080 on the Ruckus Wifi, I am getting a Latency of 500ms. Is this acceptable. What would be a reasonable latency.

That is extremely high for LAN. Wired connections are generally sub-millisecond. You could ping a site in China at less than 300ms.

Using Fing on my Android, pinging my 1080 resulted in an average of 23ms, with a low of 5 ms. Network is a Ubiquiti USG and 1 UAP-AC. From a PC, roughly the same. Low of 5 and average of 27

Have you done a signal strength test where the remote resides? You can try taking it closer to the AP and repinging just to see if it improves. Distance could be a factor

router is a Peplink Balance 305 with DHCP Server. Connected to Netgear Switch XS716E. The Ruckus Wireless AP R720 is connected to the XS716E Switch. The MRX-15 is Connected to Netgear MS510TX Switch which in turn is connected to the XS716E Switch. The TRC-1080 is Connected to the Ruckus Wireless AP R720.

You are going thru 2 managed switches? Is there a reason you need the 2nd manged switch or is that just something you had laying around and have everything in it turned off?
1st thing you need to do is plug the MRX-15 straight into the Peplink. Then plug the Ruckus straight into the Peplink. Unplug everything else. See what you get for ping then and if you notice any lag. Divide & conquer, usually the 1st step in troubleshooting.
