Do you have the option in the setup menu of the box to enable power state via "power and numeric"?

If yes, use 0-Exit for ON

If you truly think you need an off (you really don't), OFF would be 0-Exit-Pwr

If you don't have that ability you'll need to looking into other options such as variables, voltage sensing, video sensing or just leaving the thing on and having a toggle pwr button on your remote.

Just to clarify, there ARE no discrete codes for Cisco/Scientific Atlanta products. The closest thing is the SARA-based "power and numeric" (or "power, numeric and other"), but this isn't offered on Passport or OCAP software version. If you have those, voltage sensing is the most reliable solution.
