It sounds like you are looking at an IR device.
Click Program > 2. Devices and Routing > Add new device.
Now give it a name, make sure you select the serial database radio button, select your MSC and port and select OK.
Click Save and Exit.
Now, double-click the device you just created and add your serial commands.
