This is true but there are limitations. You can't create a device, but you can rename a device. You can't create a new page on a device, you can't create a new button on a page, but you can rename a button. You can learn commands into the remote but you can't enter a number for a preprogrammed set of codes, nor can you build macros.
I suppose if you started from factory default you could rename devices and un-name devices to make them "appear" hidden. You could also change any button names that exist and learn codes on them.
I am glad they allow us to do this much without a PC because if you show up at a clients house sans PC you could still make minor modifications (rename and learn).
