I have had an MX-700 that has been useless for 2 years now because of this. I tried the above mentioned procedure many times before but it would not work. Today I decided to try it again. So I got the remote out of the box, put in batteries and believe it or not it passed diagnostics and powered up to its default state. I was able to program it and it is working fine. So I guess oit just need an extended amount of time unpowered so that all residual charge is drained out of the circuitry. 2 years is probably way more than necessary, but I am not sure what the minimum amount of time would be.
