John,
It sounds like you are using the 5WC R which is made for controlling remotely located dimmers from the control unit. It is kind of a different animal. The 5WC (what I have) is for all units being colocated in the same gang box. So I don't have Lutron emitters to work with but the garden variety.
I used two because one wasn't doing the job at first.
