Rather than opening the CCF file in the Universal Browser, copy the hex code from Pronto Edit, click the "hex" button on the Universal Browser, paste the hex code into the window and click "drag" to drag the code to the button on the MX-950. The button should then show up as learned.

I'm surprised that dragging the command from the CCF in the Universal Browser didn't work.
