Dave Houston said a long time ago that it had to do with the frequencies. Each frequency has to be licensed so a RF learning remote would have to have thousands of licenses to cover all the frequencies. It would be cost prohibitive.

I'm just going from memory and paraphrasing quite a bit but I believe that is the just of what the response was.
