I manually changed mine in the registry.
Export a backup copy before you begin!
[HKEY_CURRENT_USER\Software\Philips Electronics N.V.\NEOedit\1, 3, 4, 0\Settings] Connection =
I went through them one at a time and finally 3 seemed to talk to COM2:.
It works fine for upload and download now.
