There is also another situation that exists, and I don't know if it would be covered by the aforementioned law. I get DVD and video documentaries from a producer who not only doesn't mind them being copied but actually encourages people to copy and widely distribute them. Most folks probably aren't set up to make DVD copies anyway, but I don't believe this documentary maker would have a problem with it as long as it was given away and not sold.
